Joseph Kelly Appointed VP, Director of Small Business Lending for CBT Bank
Joseph P. Kelly Jr. has been appointed vice president, director of small business lending. Kelly started his banking career in 2009 and joined CBT Bank in 2014 as a business banking officer.
In his new role, Kelly will develop and manage the bank’s Small Business Lending program with an emphasis on serving the lending needs of small to medium businesses in all of the markets served by Riverview Bank.
In addition, Kelly serves on the Bank’s Officers Loan Committee and is actively involved in expanding the bank’s SBA lending program.
Chelsea LaRue-Mioduszewski Joins Sunshine State Economic Development as VP/BDO

Chelsea is a Clearwater native and returned to the area after attending college at Florida State University where she obtained a B.S. degree in Social Sciences. She has over five years of business development experience in the financial industry, and over 11 of experience in various marketing and business development roles.
Chelsea is associated with numerous organizations including University Club of Tampa, Tampa Bay Seminole Club, Florida Association of Government Guaranteed Lenders, Working Women of Tampa Bay and Commercial Finance Association. She also volunteers her time with the Junior League of Clearwater Dunedin supporting various charitable causes.
Chelsea currently resides in the Clearwater area with her husband, Jeff, and their 1 year old, Mason.

Armand A. Fernandez has been promoted to vice president, senior small business loan officer. Fernandez manages the credit union’s small business lending and is responsible for the credit union’s designation by the SBA as the Credit Union of the Year in Massachusetts for the past three years.
