Bill Briggs Confirmed by Senate as SBA Deputy Administrator

William J. “Bill” Briggs was confirmed as the new SBA Deputy Administrator on July 9 in a partisan Senate vote of 49-45. Briggs brings over two decades of experience in both the public and private sectors, with a deep background in small business finance, government lending programs, and federal regulatory policy.
He previously served as Acting Associate Administrator for the SBA’s OCA during the first Trump administration. In that position, he was instrumental in designing and implementing the PPP and managing SBA’s various loan programs during COVID.
In addition to his federal service, Briggs has held senior positions at the Environmental Protection Agency and in state government, where he focused on veterans’ issues and economic development. In the private sector, he served in executive advocacy roles for organizations such as the American Fintech Council and the Independent Bankers Association of Texas. He was also the founding CEO of the Banking-as-a-Service Association, working to bridge the gap between traditional financial institutions and emerging fintech platforms.
A small business owner himself, Briggs comes from a family of entrepreneurs and has firsthand experience with the challenges of operating and growing a business. His personal background includes managing two small consulting firms and supporting family-owned businesses in agriculture and landscape design. Briggs holds a Bachelor of Arts from the University of Michigan. He is originally from Michigan and comes from a military family, with a mother who served as an Army nurse and brothers who have served overseas.
Daniel Pische Appointed as Director of SBA’s Office of Financial Assistance

Daniel Pische has been appointed as the new Director of the Office of Financial Assistance at SBA, marking an important milestone in his career and for the agency. With over four years at the SBA and extensive experience in both public service and private sector banking, Pische brings a deep understanding of the challenges small and mid-sized businesses face in accessing capital.
Pische’s background includes managing SBA export finance programs and launching the innovative 7(a) Working Capital Pilot program, the first new 7(a) loan program introduced in over a decade, designed to better support growing businesses with critical working capital needs.
In his new role, Pische is tasked with overseeing the strategic planning, modernization, and development of rules for the SBA’s flagship loan programs, including the 7(a), 504, and Microloan programs. His approach is informed by firsthand experience as a private banker, where he saw the vital role that working capital and asset-based lending play in helping businesses expand their operations, enter new markets, and win contracts. Pische has expressed a strong commitment to working closely with lenders, community development organizations, industry groups, and other partners to broaden access to capital and invigorate American manufacturing and small business growth.
