SBA and USDA Launch New Regulatory Complaint Process for Farmers and Small Businesses

SBA and USDA have signed a Memorandum of Understanding (MOU) establishing a formal process for farmers, ranchers, rural businesses, and other small businesses to report what the agencies describe as burdensome federal regulations and enforcement actions.

Under the agreement, USDA will operate a centralized Lawfare Portal where producers can submit complaints involving any federal agency. Complaints will be shared with SBA’s Office of the National Ombudsman, which will coordinate with the appropriate federal agencies. Matters involving USDA will continue to be handled through the department’s existing processes.

In addition to coordinating individual cases, SBA will analyze complaint data to identify recurring regulatory and enforcement issues that could support broader deregulatory efforts across federal agencies.

“Farmers and ranchers do some of the hardest and most essential work in America, yet they have faced a growing burden from costly federal regulations – crushing generational businesses that lack the time, money, or legal resources to fight back,” said SBA Administrator Kelly Loeffler. “With our MOU, the SBA and USDA now offer America’s producers a direct line to report lawfare, with a new infrastructure to deliver lasting regulatory reform.”
