SBA introduced MARC in 2025 as a working capital product for manufacturers. SOP 50 10 8.1 expands the market. Effective October 1, 2026, MARC eligibility includes manufacturers, eligible wholesalers and specified businesses in the food supply chain. Manufacturers may borrow up to $5 million, while other eligible businesses have a $2 million maximum.
The new SOP also changes how MARC loans are structured and underwritten. MARC must now be revolving. Working capital debt refinancing is expressly permitted, historical debt service coverage for existing businesses must generally reach 1.15x, and revolving lines face a 1.10x standard at annual review.
For management, the decisions include where to source MARC borrowers, how to structure and price the facility, how the credit will be monitored, and what servicing and collateral-monitoring capabilities the institution needs. Management should also evaluate whether third-party support can be used for portions of that process.
