SBA’s new SOP 50 10 8.1 does not simply revise the existing 7(a) Change of Ownership provisions. It restructures them.

Effective October 1, 2026, the former Change of Ownership requirements are removed from the primary 7(a) lending chapters and consolidated into a new standalone Appendix 15. That appendix establishes one framework for 7(a) Change of Ownership transactions and introduces new categories, underwriting thresholds, documentation requirements, and transaction-specific considerations.

Experienced SBA lenders already have acquisition lending processes in place. The question is how those processes align with the new framework and where execution will need to change.

The 504 Change of Ownership provisions remain unchanged. The substantive changes are concentrated on the 7(a) side.
